SYDENRAM BOROUGH COUNCIL.

The Council met last evening at 7 o'clock ; present— The Mayor.Councillors Pavitt, Jones White, Andrew, Foster, Langdown, Brown! and Hall. LEAVE OF ABSENCE. Leave of absence was given to Councillor Charters for the evening. THE GAS WORKS ROAI>. Councillor Hall moved—" That the Solicitor prepare the necessary deed or deeds to convey the land given to widen the east side of the Gas Works road from the railway to the Opawa road." Councillor Jones seconded the motion, which was agreed to. THE KAITANGATA RELIEF FUND. Councillor Hall moved — " That the Mayor and Councillors give their patronage to an entertainment to be given on Friday week in aid of this fund." The motion was agreed to. FOOTPATH OX THE LINCOLN EOAD. A letter was read from Mr H. W. Atkins, in reply to one from the Council ;-e a footpath on tho Lincoln road, stating that the ratepayers considered that if a qualified surveyor had been engaged at first the whole of the road within the Borough could have been lowered for the same cost, without raising the footpath some eight inches, thereby creating a nuisance instead of abating it. The culvert placed across Poulson street by the Sproydon Eoad Board was buried below the present level, and it was to be presumed the Town Clerk contemplated draining from the road across the footpath. It was resolved, on the motion of Councillor Pavitt, that the letter be received. A letter from Mr H.Topliffe, with reference to a footbridge in front of hi 3 property in the Lincoln road, was referred to the Works Committee, with power to act. SANDRIDGE. A deputation from Sandridge respecting I the formation of the streets in that locality 'was received. Mr E. Jackman, the contractor for forming the streets attended, and requested a progress payment. He had made a written application to the Surveyor, but had received no reply. The Town Clerk stated that the matter had been referred to the Works Committee, who had resolved that no progress payment could be made, because the Surveyor refused to certify that progress was being made ; that Mi- Jackman could refer the matter to arbitration at his own expense ; that he had taken »ravel without being authorised to do so ; md that if he does not proceede with his contract, the Council will take steps against him according to the Municipal Act. Mr Jackman said that he had been compelled to stop the works because he could not obtain a progress payment. If he got that, he certainly would carry on the work. He jontended that he was entitled to 75 per cent >n the work done. He now asked for £75, md was prepared to accept the decision of owo competent men. ) The deputation stated that the ratepayers of the locality were dissatisfied with the manner in which Mr Jackman had been dirrying on the work. The streets at present were in a dangerous state. There was a sandliole in King street 4ft deep. The deputation also stated that typhoid fever had broken (out, and they trusted that the Council would 'draw the attention of the Drainage Board <jo the bad state of the drainage of the creek. ' The Mayor pointed out that it was the duty of the occupier of the house in which typhoid fever had appeared, to report the same to the Local Board of Health. Councillor Hall moved — " That the Council confirm the action of the Works Committee re Jackman, and approve of the letter to be sent to him, subject to the approval of the Solicitor. Councillor Foster seconded the motion* The Surveyor stated that the work that had been done during the last month, had been carting stuff that should not have been taken away, and thus making holes in the roads. Councillor White suggested that Mr Jackman should call in the arbitrators, Messrs Thornton and H. B. Huddlestone. He would move, as an .amendment — " That the matter be referred back to the Works Committee, with power to act." Councillor Jones seconded the amendment, pro forma. The amendment was carried by five to two. SANDRIDGE AND ST. MARTIN'S* DISTRICTS. A letter wa3 read from Mr Stanley Edwards, enclosing a plan for tho erection of a bridge and approaches thereto over the river Heathcote in this district. Alt o inquiring whether the Council were willing to exchange a piece of land forming one of the towing paths for another piece of land. On the motion of Couricillor Andrew, the letter was referred to the Public Works Committee to report at the next meeting. WORKS COMMITTEE'S REPORT. The Works Committee reported that the work taken out of Mr Mayne's hands on the Lincoln road had been completed. " The lowering of the footpath on Colombo road, where the concrete channelling ishasbeen completed, and the Committee recommended that the attention of the Drainage Board be directed to the fact that the drains under Third street and Gasworks road are not sufficient to carry away the storm water." Councillor White moved — "That the report be adopted." Councillor Pavitt seconded the motion, which was agreed to. Councillor Hull said that he noticed young boys were breaking stones in the Council's yard. He thought it would be well if such little boys were at school. liY-LAAVS. The Town Clerk reported that the by-laws had been referred to the Solicitor, who had asked for certain further information. The matter was referred to the By-Law Committee. LIGHTING. The Lighting Committee obtained power to order a sample lamp. The Committee wns also requested to report on the lamps at the Railway crossing in Colombo road. FINANCE. Tlio Finance Committee reported that the receipts fur Hie fortnight were £11 1U 2d ; balance at the Bank, £2330 Os 4d. Accounts to the amount of £74 17s lid were passed for payment, leaving a credit balance of £2255 2s sd. Tl'o amount of outstanding rates was £62 r J3 7(1. The report was received and adopted. THE SANITARY COMMITTEE. " This Committee reported that they call the attention of the Works Committee to the urgent necessity of rleaning out the whole of the side channels of the Borough with as little delay as possible. " The Commi tee had also under consideration the desirability of appointingan Inspector of Nuisance'?, who might combine the duties of that office with other duties. . " His Worship the Mayor, with Councillors Brown, Chaitera, and Pavitt, by invitation of the Sauitary Committee of the City Council, met them at the City Council Chambers, and agreed to recommend to this Council the appointment of a surveyor to confer with Mr Walkden as to the cost of forming and channelling the south side o£ the South town belt." Councillor Pavitt moved that the report be received. Comic llor Foster asked how it was that Councillor L'haricr3 was present at tho Conference, whilst two members of the Sanitary Committee did not know when the Conference was to take place. Councillor Pavitfc said that he regretted tli£ other members of the Sanitary CoraniiMw were not present. It seemed as if Counoasoi Charters had arranged the time of meeting.
