BOROUGH COUNCILS.

SYDENHAM. A meeting of the Sydenham Borough Council was held last evening ; present — the Mayor and Councillors T. Cutler, R. Bell, B. P. Manhire, J. Hirtzell, C Lafferty, W. Jacques, C. Large, J. Hadfield, B. Muffett, E. M. Taylor, R. Halky and J. Murray. Correspondence was received from Mr A. W. Sandford and Mr W. Smart. The lotters were received. Prom the Gas Company regarding contract for lighting and accepting the terms proposed by the Council. Tlie letter was received. From the Canterbury Rugby Union, taking exception to the charges made by the Council for the use of Sydenham Park for their matches. It was resolved that the Union should be informed that unless it was prepared to pay a proportion of the expenses in connection with the matches held in the Park the Council would have to consider the question of terminating 'the agreement furnished to them by the Town Clerk. A letter was received drawing attention to the bad state- of Lincoln Raid, Th&matter was referred to tho Works Committee. A circular was received from the Auditor-General. It was resolved that a special meeting should be held on June 1 to pass the accounts enclosed with the circular. From Messrs Harman land Stevens, suggesting as names for new streets, Leicester Street and Mowbray Street west. It was resolved that tho seal of the Council should be affixed to the plans of streets forwarded by Messrs Harman and Stevens, subject to the usual agreement. The Works Committee recommended that the tender of J. Knight to lease the Recreation Reserve, Jerrold Street, for three years should be accepted. Also that the necessary steps should be taken under the Public Works Act, 1894, to acquire ia strip of land twentyfive links wide from the properties of Messrs Thomas and Brightling to widen the Waltham Road to seventy-five links, and cut off the sharp angles opposite Austen Street. Tho committee requested authority to dispose of the Council's interest in the. lease of the sewage station site, and suggested that the tenants of Reserve No. 2379 should be urged to push on with the work of fencing and planting 1 held over last winter on account of the dry season. The report was adopted. The Finance Committee reported the receipts during last fortnight to have been £161 Os 4d, and recommended payment of accounts amounting to £176 2s 4d. The balances of accounts at the bank stood at — Credits : Separate account £79 13s 3d, loan interest account £744 8s 6d, loan account £4893 7s 3d ; total , £5717 9s. Debit : General account £3366 6s 2d. On the motion of Councillor Muffett, seconded by Councillor Hirtzell, it was resolved that the Drainage Board should be lasked for a copy of its estimates of receipts and- expenditure for the current year of the sewage and rural area of Sydenham, showing what its rates in Sydennam. were based upon ; also for a return showing the : wious sums paid' by the Board for law costs and other expenses in connection with the prosecution of the Council with regard to the sewage station ; and how such costs had been allocated to the various sub-districts on the books of the Board.

ST ALBANS. A meeting of the St Albans Borough Council was held last night ; present — the Mayor and Councillors Money, Penteney, Glass, Charlewood, Neate, Hill, Davey and Morgan. The Mayor apologised for his absence at zht recent special meeting. An apology was also received from Councillor Keig, who was absent through illness. An application from Mr A. Warren for a license f .1 lvi ball as a place of entertainment in Church Street wvs granted. The report brought up by the Finance Committee showed receipts since last meeting £79 17s 7d, and amonits j>u.*--<-d forward for payment £194 4s "ild. Tho nj.ort was adopted. The Works . Committee reported that the surveyor who had been asked to look over the specification of duties for the supervision of the expenditure of the loan money had stated that he would undertake that work for £10 10s. . The Committee did not advise that the offer should be accepted. On the motion of the Chairman* seconded by Councillor Penteney, it was re. solved that the Works Committee should be instructed to accept the tender of Messrs Messrs M'lntyre and Lewis for the supervision of work and surveying in connection with. the proposed loan, provided the Committee was satisfied that the contract *o i.c signed by the successful tenderer covered all the work intended to be performed. The reports of the Foreman, Inspector of Slaughterhouses and Sanitary Committee, which were of a routine nature, were received and adopted. A letter was received from Mr C. Turner, asking what work was necessary to be done in the formation of a new road through his brother's estate. The matter was referred to the Works Committee to report at next meeting. In reply to a letter from Messrs Matson and Co., offering to make over to the Council half a chain of frontage along the Springfield Estate, it was decided to inform Messrs Matson and Co. that their offer would be considered when the other property, holders along the road made similar offers. Irt the meantime, the letter was referred tc the Works Committee. The printing of de> bentures and coupons in connection with, the loan was left in the hands of the Mayor) and the Chairman of the Finance Committee. After some discussion as to whether the loaii expenditure should be carried out by-, daj labour, or by contract, ifc was decided to hole a special meeting on the evening of Monday, June 6, to consider loan, matters.
