ST ALBANS.

An ordinary meeting of the St Albans Borough Council was held last night; present—the Mayor and Councillors Money, Glass, Jackman, Milton, Barlow, Neate, Keig and Morgan. Mr M'Farlane, of Auckland, offered to supply New Zealand cement at £3 15s per ton. The Council promised j to consider the matter. A deputation of four Dean Street residents waited upon the Council, urging that the Council should, at all events, do something towards the formation of footpaths. The Mayor said that the streets had not been taken over by the Council, and the formation of them would entail considerable cost upon the borough. The people who sold the land should have made the roads in the first instance, but the ! Council was prepared to consider the mat-,. J ter, and would help the deputation in finding out upon whose shoulders the responsibility rested. The Council could not touch the road until a proper dedication had been made. Correspondence was read from the Avon Road Board, enclosing a petition from nineteen residents on Norman's Road, who complained of overgrowth of trees and hedges, and asked for two lamps. The letter was referred to -the Sanitary and Lighting Committees for report. The Chairman of the Finance Committee reported that since the previous meeting the receipts on loan account had amounted to £2 13s, and the expenditure under the same heading to £910 ls ld. The loan account stood in credit to the amount of £4756 8s lld. The ordinary account showed receipts £1226 13s lOd, and expenditure .£872 13s 4d. The account was £1063 16b 9d in credit. On -the motion of Councillor Iveig, it was resolved to .sue for all rates outstanding after one fortnight from date. The action of the Woiks Committee in having purchased a house for the sum of £3.0 was approved. On the motion of Councillor Neate, the executive was empowered to xaake arrangements with the Halswell Quarry Company for the use of the engine to remove stumps on the • Carlton Mill Road. The Works Committee recomsaendad that Winchester Street, on account of bad grading and generally unsatisfactory condition, should noti.ibe taken over, and that a 2ft concrete .cuhrort should be ■ put in the drain crossing Leinster Road. The report was adopted. The Chairman 1 reported that, in consequence- of .some of the concrete men being idle, the Executive ComEaittee had decided that work -should be proceeded with on Holly, Clave, Onslow, Csiirlton and Milsorals Roads. The aotion of the executive was approved. The executive was empowered to diannel both sides of a road in instances -where a waste of material would otherwise .occur, and wkre regradiag was necessary. The Town Clerk of Cliristchurch wrote, calling attention to the state of the two slaughter-houses in the district. The letter was referred to the inspector to report. The rang«r of Avon and Riccarton Road Boards wrote, asking permission to impound stray cattle within the borough area. The request was acceded to, provided the ranger was content with the driving fees»as payment. The Engineer tc the Drainage Board wrote, stating that attention wfould shortly be given to the Edgeware Road sewers. The letter was received. It was resolved to reply that the Council, having talcen every care to obtain the best advice in the matter, had no option but ' to follow it.
