[j_t elbotbio telegraph — coptriqbt.~\ [Reuter's Telegbams.] [Beoeivoa August 4, at 11.30 a.m.! LONDON, AuooST 3. The Sugar Bounties. In the House of Lords to-day, Lord Salisbury announced that Germany, Spain, and Belgium, had, subject to certain conditions, assented to the British proposal that a Conference should be held to discuss the Sugar Bounties question. France, however, had replied to the proposal in an uncertain manner. Extensive Naval Evolutions. Naval evolutions, on an extensive scale, are now proceeding off the English coast and the chief ports, several squadrons having been formed for the purpose. Tho one commanded by Rear Admiral Freemantle, attacked and captured Falmouth, and sailed in the direction of Dover, which was defended by a squadron under ViceAdmiral Sir "VV. Hewitt. Another squadron proceeded to the Mersey for the purpose of attacking Liverpool.
